Mr. Chang Jong Yoo is a partner at Shin & Kim and specializes in criminal law.

Before joining Shin & Kim, Mr. Yoo served as the chief public prosecutor of the Seoul District Public Prosecutors’ Office and as the Head of the Central Investigation Department of the Supreme Public Prosecutors’ Office. He also served as the head of the Legal Affairs Bureau of the Seoul Olympic Organizing Committee and as a legal advisor to the Beijing Bar Association with respect to Olympic matters.

Mr. Yoo is the head of Shin & Kim’s Beijing Office.

With commercial activities becoming more complex and multilayered in recent years, criminal issues have also expanded across a wide range of specialized areas, and businesses today face much greater risks of exposure to crime. These include not only the more traditional crimes of embezzlement and breach of fiduciary duties, but also newer and lesser known crimes such as technology leaks, securities trading, anti-trust/competition, foreign exchange transactions and taxation, corruption involving public officials, politicians and business executives, extraditable offenses, and violations of the Foreign Corrupt Practices Act in international settings. In addition, the investigative authorities have diversified to include not only prosecutors and police, but other regulatory authorities such as the Financial Supervisory Service, the Korea Fair Trade Commission, the Board of Audit and Inspection, the National Tax Service, the Korea Customs Service, the Ministry of Employment and Labor and the Ministry of Food and Drug Safety.

To effectively develop defense strategies, the need for timely and insightful legal
advice and representation has thus become essential throughout all stages of a criminal proceeding, from the initial stages of investigations by police or other regulatory authorities, to criminal prosecution and a court trial.

To meet our clients’ needs for such timely legal support, Shin & Kim has formed the Criminal Dispute Practice Group. Comprised of 20 lawyers with expertise in criminal prosecution from previous careers in the Prosecutors’ Offices, police and judiciary, and advisors such as CPAs, patent lawyers and licensed customs agents with previous experience working at the Financial Supervisory Service, the Korea Fair Trade Commission, the National Tax Service, the Korea Customs Service and the Ministry of Health and Welfare, our team provides comprehensive and structured advice and defense counseling from the investigation stage to trial.

Our Criminal Dispute Practice Group handles the full gamut of criminal cases related to business operations, including embezzlement and breach of fiduciary duties, violation of intellectual property rights including technology leaks, unfair securities trading, antitrust/competition, foreign exchange transactions and taxation, medical and pharmaceutical industry matters, corruption involving public officials, politicians and business executives, and extradition and internal investigations under the Foreign Corrupt Practices Act.
